Congresswoman Marcy Kaptur thinks that Russia is using the World Cup as a distraction.
“Tragically, Russia at this moment is waging an illegal war in Ukraine, arbitrary detaining and arresting journalists, carrying out extrajudicial assassinations, meddling in our elections and those of our allies, and otherwise has a deeply concerning human rights record,” she said. “The Kremlin’s intent is to use the diversion of a sports match to mask the truth of what Russia is up to by violating the territorial sovereignty of Ukraine, Georgia, and Moldova.”
The World Cup has an expected global viewership of three billion people — and Kaptur believes this grants Russia global reach for its propaganda.
“The matches are being used as a form of hybrid warfare and propaganda to subvert and undermine global sanctions the free world has placed on Russia,” she explained. “Indeed, FIFA has had charges leveled against it for corruption. Perhaps this is a perfect marriage of corrupt politics and a corrupt sports organization joining to create a false front for the bloody murder that is really occurring in that region.”
A bipartisan resolution has been introduced by Kaptur and Republican Representative Ileana Ros-Lehtinen to condemn “Russian transgression against international law.” It calls upon the international community to condemn Russia’s transgressions and continue investigations into the illicit efforts they used to secure the World Cup.”
